Issues and Themes in Public Administration and Public Policy in Libya

This lecture, delivered by Mohammed Saleh Tantoush as part of the Peace and Prosperity Party's intellectual forum (Session 110), offers an analytical reading of public administration and public policy issues in Libya. Tantoush — a civil engineer by training and a holder of a Master's degree in Public Administration from the University of York — sets out the conceptual distinctions between public administration, public policy, and politics, then traces the historical evolution of Libya's administrative apparatus from the monarchy, through the declaration of the "Authority of the People" and the reform attempt of the Libya al-Ghad project, to the post-2011 reality, analysing the impact of conflict, the ballooning of the public payroll, the absence of reliable data, and the encroachment of informal institutions on the effectiveness of the state. The lecture closes with a discussion of what genuine reform requires, and of who holds the legitimacy to lead a national dialogue on the future of public administration in Libya.
